Coding and Validation
Your coding has 23 errors.
I don’t know whether correcting them would help, as you haven’t made the layout yourself.
First, you need the proper structure of an HTML document. You don’t have this at all. The basic structure of an HTML document needs to look like this:

</body>
</html>
You don’t have anything like this at all! How could you even code this layout yourself? I’m in doubt.
You have no doctype or character encoding. You must have a doctype at the beginning of every page, before the <html> tag:

"http://www.w3.org/TR/html4/loose.dtd">
And I was talking about the character encoding? Here it is, and it should go in your head section:

On every image, you need to have an alt attribute like so:

Even if it is blank, you must have one.
<textarea> is not the right way to display code. Use <code> instead.

Your CSS has 16 errors and 3 warnings.
You have a lot of blank values like background:#; and text-align: ; and in other places you’re forgetting the hash for a colour.
You have a parsing error due to this:
text-decoration: none;}

}
The latter two parentheses shouldn't be there.
Also, when specifying a font family that consists of more than one word, like small fonts, you should quote them like so: "small fonts".
You should also try and make an external stylesheet to make things easier to change.

Browser Compatibility & Usability
According to Browsershots.org your site looks the same in most browsers. The same = boring.
Your navigation isn't clear enough. It's tiny. Your text is also too small and the line height should be increased so the text isn't so bunched up.
On your navigation, all the external links should be divided from the site links and placed in different sections. 'Content' should also read 'visitor' to be more accurate.
Layout
You didn't make this yourself, did you? It has credit to Beutel4ys.net, both in your sidebar and on the image. Therefore if I review it, I'm not reviewing your work, which isn't fair.
I'm sure it isn't hard for you to make your own. Maybe for your next layout, keep the coding but make your own header image? Because I really can't make any comment when the layout isn't by you.
The layout is nice, but instead of welcome to my site, something like Outrage - your site name - would be better.
The CSS is okay, but I can't see the light green colour on the white background - your underlined text. And the text for your headers is too small and hard to see.
Also, make your links a different colour from your text. It's hard to see what's a link and what's not.
Content
It's not a good impression on me, the way you write with symbols like UPD4T3$ and TH3 4FF!L!4T3$. It doesn't look very professional; it looks quite immature. You should write nicely. It makes things easier to read. Also in your update blog, you should write nicely. With good spelling and grammar and punctuation. It gives a neater, nicer look.
Add the MySpace
This is a totally different site - your MySpace. Maybe you should add an asterisk next to it and make a note that it's not a part of your site, and have it open in a new window.
Content
Like I mentioned earlier, this would be better named as 'visitor' - it's more accurate.
Please capitalise HTML and I. I don't think these little descriptions are necessary.
When I click 'graphics', I'm taken to another page of links, which is really annoying. It's better to get rid of this subpage and put all these links on the main visitor page under a heading like 'graphics'.

That doesn't look very attractive to me at all. Very unprofessional and childish. To attract more visitors you should at least write nicely.
The avatars aren't that good. Most of them just look like a bunch of brushes slapped together. The colours also don't go so great together. Try using textures and overlays.
On your sunvectors page, you should really try and write with proper grammar and punctuation. These sunvectors are okay though I personally wouldn't use them, and I'm not a big fan of the colours. Gentler more pastel colours would be nice.
Perhaps you should also update the URL on these images. Also, the last image seems to have been moved/deleted off PhotoBucket.
The desktop wallpapers are boring and not of good quality. They just look like brushes put together. Try using textured effects as well. Also, a standard desktop sizes are 1024x768 pixels.
I don't see the point of the page graphics. They're plain and small. And you don't need to write 'coming soon'. It's not a good look.. it's like your site is unfinished.
Get rid of your 'other' section. The graphics weren't made by you and you shouldn't be redistributing someone else's work.
Your HTML codes are not very useful. Most people already know this basic HTML, and those who don't can't really learn from it.
I think you mean for fades on your colour tables page.
Again you don't need a subpage with just one link on it for 'your iconator needs'.
And again this doesn't look professional to me; it shows you're a lazy webmaster.

You have two broken images on your icons page.
The website/code/myspace terms aren't really necessary but they are handy for people who don't know about MySpace.
Extra
I don't understand the quotes and sayings and why it's in an 'extra' section on its own. These look more like stories that you copied and pasted into a textbox.

This should open in a new window, like mentioned above with 'add the MySpace'. It's not a part of your site.
The Owner
A lot of this should be paragraphed, or placed in a list. All this, for example:

And notice how I've corrected your punctuation and grammar mistakes? That's what you should do, and not just on this page, but on the others.

This would be better named as 'plugboard'.
Support4Support
This page is incomplete. Who is Patrick? You don't have your 'support code'? Then why make a page for it? And what is supporting about? If it's something to do with MySpace, then having it on a website isn't much use.

Originality & Creativity
I can see that most of the content is made by you, but it's all stuff I've seen before. We've all seen backgrounds, icons.. and yours could do with a bit of touching up. More effects and better colour choices.
It's unfortunate your layout isn't by yourself. That's not original! Someone could have used the same layout. So try making your own.
Organisation & Errors
Organisation was okay but a little dodgy at times. External links to MySpace and such should open in a new window, and should be in a different section to the other links.
A few errors found that I mentioned above.
Overall Comment
Alison, while your site looked okay on the outside, the inside is what you must fix. For starters, learn some proper coding. And try and make your own layout.
Your graphics could be improved. Use colour overlays and textures and don't just put brushes together.
Also, write in a more professional manner. At least capitalise the first letters of sentences and don't use chatspeak or abbreviations. Talking to friends is fine, but it's not okay on a website! You're not a little kid anymore.
Remove the unnecessary things in your sidebar. Like that revolting image of the man thrusting his crotch towards a tree. That's not very nice.
Make your text and navigation bigger so it's easier to read.
