It’s not really an interesting name but it’s alright and easy to remember.
Coding and Validation
Your coding has 65 errors and 9 warnings.
The first mistake you are making this this:

You have specified two different types of character encoding. You should use UTF-8, hence this should be removed from your coding:

Your stylesheet coding should be placed in the <head> section and have a slash placed on the end as you are using XHTML:

You are completely missing your <body> and </body> tags which should wrap around the body section of your website – the parts that are visible on the actual page.

See where you’re going wrong? The double quotations have been repeated.
A lot of your coding could be fixed on your own – you need a lot of refining. <br> should be <br /> in XHTML, along with numerous other errors you can fix by running your website though the W3C markup validation service and visiting my tutorial.
Validation is necessary for cross-browser compatibility. Reducing the errors would make your website more accessible to search engines and users, help your page load faster and has less weight on your server, than if you had the vast amount of errors you have now.
Your CSS has 106 errors and 389 warnings.
Your stylesheet coding is incorrect. You do NOT need to have <style> and </style>.

Remove the } - it is causing parsing errors. You also need a semicolon after body-background: #FFFFFF.
The coloured scrollbar is not a good idea. It only works in Internet Explorer and not everyone will like a coloured scrollbar inflicted on them.
A lot of your CSS values are incorrect and you should check the values before you put them in at all. regular is not a value for font-weight, text-transform or the other things you have included. Here are a number of correct values:
font-weight: normal;text-transform: none;text-decoration: none;text-align: left;
You really need to look over your coding and clean it up.
Browser Compatibility & Usability
Your site is navigable and functions in Firefox, Safari, Opera and Internet Explorer.
There are a lot of minor differences around your layout including some elements of text - this is because as above, a great deal of your coding was incorrect and therefore has not taken effect in a lot of browsers.
Part of your text runs into your navigation in browsers other than Internet Explorer. And your navigation also displays bullets in browsers other than Internet Explorer. You should look into the specifics of horizontal navigation to fix this.
Overall your layout looks alright in the majority of browsers. A small suggestion would be to center your layout.
Layout
I happened to see your previous layout with Emma Watson and I have to say that I think that one was much better than your current layout.
The first thing about the header image that I do not like is the text. Having a lot of text on an image is alright in some cases, but because you have used different fonts and colours, it looks tacky, and all in all, messy.
I like the idea that you are embracing Diwali in this layout but I think there could have been some improvement. You should have stuck with a simpler font for the text, such as Georgia. The background on the header image is so intricate and detailed that the text should be kept simple to complement it.
I am not sure what graphics program you use but you could improve the quality of the image by saving as a PNG, if an optimised (higher quality) version is not available to create.
The text (c) Modern World looks tacky as well. This sort of copyright element should be in subtle tiny text as a watermark or something similar, but yours stands out. It should be placed subtly in the corner. It also looks silly because you have written "Modern World" at the top of the graphic anyway.

I don't think it is very fair for people who advertise to have to comment on your website. Advertising is a service and you are advertising people's websites so that they (and you) can gain hits. It is enough for them to link you back in return - there is no need to exchange comments. On the form, url should be URL.
On the affiliate application:

Advertizing should be Advertising.
You should provide a comment box for people to comment. Also, "How did you find my website" should have an "other" option because they might not have found your website in one of these ways.
On your credits page, it would be nice to include the programs you used and those that helped you.

I should make a note here that you don't need to use so many exclamation points. You need only one; it makes the point very well rather than putting so many. Also, you need to place spaces ater periods and commas - not before them.

The link to Emma Watson is a 404.
All the content in this section is just a reference. It's just information from the internet collated together. You have not credited where you got all this information. I am sure you did not just know it yourself and that you did get some information online. This needs to be credited. Additionally, if you copied and pasted this information, it is plagiarism and should not be done without credit.
Contests
Of course the contest is copyright to your website because it is displayed on the internet on your website. However, the idea cannot be "purely yours". I think that you must have gained some aspect of inspiration from the Harry Potter books or series. And if someone, by coincidence, had the same idea at the same time as you, or even before you, what will you say to that? You should tell people that if they are going to use your idea they should credit - because they saw it on your site first.

The "Quote Of The Week" is undeniably common - there is no way that it is purely your idea. Random quotes started out a while ago as did "of the month" contests - the two were simply merged together. No person was the sole thinker of this idea and even then, a lot of websites have this competition.
Tutorials
This tutorial on PHP is not very useful. It doesn't follow the correct structure of an HTML document at all and does not even go into detail about includes. The coding is completely incorrect and not semantic.
The tutorial needs to be improved by going into detail about includes and what you can include. You can include anything in an include, not just header and footer sections.
Originality & Creativity
I didn't find anything very creative on your website. You didn't have much content at all and I didn't see anything creative. You had some interesting competitions but the content under "content" wasn't useful or interesting at all. You could add some articles or things you've written or graphics to your website. You call your website a "harry potter-cum-tutorials website" yet you only had one tutorial?
Organisation & Errors
Organisation was okay but you need to proofread what you write so that there are no errors. A lot of your coding needs to be cleaned up.
Overall Comment
I can see that you have put a lot of effort into your website but you need to improve on things like your graphic skill. I don't know what program you use but getting a program like Gimp is free and will allow you to do a lot more with effects and such.
You have a very basic grasp on coding but you need to look over the rules and incorporate them into your own coding.
Your website isn't up to a very good standard. It doesn't have much to offer - your blogs don't even have a commenting system for interaction, you don't have much content and your graphic skills need some improvement. I suggest also using a premade layout and editing it to get the feel of better coding and to start afresh.

Hey Georgina, Thanks for reviewing my website. I’ll definitely do the XHTML Validation. I knew HTML but never knew that in XHTML is to be written as No one even bothered to tell me that. Thanks for all the suggestions n I’ll work towards making my site better. Well, regarding the blogging system, I don’t use any coz my host hasn’t come online since 2 to 3 months, I wanted to add Fanupdate but only my host has a SQL server. Can’t help it.
